Committee Members

Ann Barker

Ann has 20 years experience in contaminated land investigation and management in both consultancy and local authority regulation. She also works with organisations such as YAHPAC (Yorkshire & Humberside Pollution Advisory Council) and Environmental Protection UK to: raise the profile of land quality work and local authority regulatory issues at local, regional and national level; facilitate support networks, training and skills development; and improve communications across the land quality sector. Ann can be contacted on ann.barker@bradford.gov.uk.

Zoe Cooper

Zoe has over 10 years experience in the environmental laboratory sector working as Business Development Manager.

Zoe's key focus is on the needs and expectations of clients from initial contact and project set up to the final report; and the development of long term business partnerships.

For more information contact Zoe on zoe.cooper@esg.co.uk

David Lerner

David Lerner is Professor of Environmental Engineering at the University of Sheffield and a founder member of GPRG, the Groundwater Protection and Restoration Group, which researchs many aspects of groundwater pollution and remediation. More information on David is available here and here.

Nicola Power

Nicola Power is a senior solicitor specialising in environmental law at Nabarro LLP, a large commercial law firm, though she began her career as an engineering consultant working in geotechnical and environmental engineering before training as a lawyer. She has particular legal experience in dealing with risks and liabilities on brownfield redevelopments and contaminated sites and advising on environmental permitting and waste regulation. Nicola is part of a large environmental team at Nabarro, recognised nationally for their expertise, which includes those specialising in planning and in environmental prosecutions.

John Barber

John Barber is a geologist and a hydrogeologist with 14 years experience in the environmental sector, specialising in land contamination. John worked for an environmental consultant for 5 years, carrying out site investigations, risk assessments and groundwater studies. He has worked for the Environment Agency in Leeds for 9 years, as a Technical Specialist in Contaminated Land regulating landfills under the environmental permitting regime and the redevelopment of land contamination via the planning regime, voluntary schemes and under Part 2A. John’s role includes leading on minewater pollution impacts from historic mining activity in the Yorkshire Coalfield and for metal mines in the Yorkshire Dales. John also works with the Yorkshire and Humberside Pollution Advisory Council (YAHPAC) to share mutual experience in land quality issues with the Contaminated Land Officers in over 30 Local Authorities.

Orna O'Toole

Orna has a primary degree in Earth Sciences from the National University of Ireland (Galway) and a masters degree in Environmental Engineering from Queens University Belfast. She first moved to the UK to work with the British Geological Society as part of her masters dissertation.

Orna worked for the Environment Agency from 2000 – 2004 as a hydrogeologist within the Dales area and then as the area’s Contaminated Land Officer.

Orna has been working with NHBC since 2004, where she is part of a team that is responsible for ensuring that new housing schemes comply with the contaminated land requirements of NHBC Standards and Building Regulations.

Orna is heavily involved in the NHBC’s Land Quality Endorsement scheme, whereby Brownfield sites are assessed against NHBC’s technical requirements for contamination and geotechnical aspects prior to the sale to a developer, thereby giving both the landowner and future developer comfort over NHBC's view of the site.

Phil Morgan

Phil Morgan is a highly experienced technical specialist with over 25 years experience in contaminated land risk assessment and remediation, and industrial effluent and waste treatment technologies. During his career he has gained experience in projects throughout the UK, as well as in mainland Europe, North America and Asia.

Phil is Visiting Professor of Environmental Biotechnology in the Department of Civil & Structural Engineering at the University of Sheffield and a member of the CL:AIRE Technology and Research Group. He has delivered a wide range of technical training and conference presentations and has co-authored many technical publications, including a number of Environment Agency guidance documents.

Jamie Cutting

Jamie Cutting is an Environmental Geochemist, predominantly involved in the technical delivery of contaminated land remediation projects. With particular expertise in the use of onsite analytics (field and site-labs), Jamie has designed, procured and project managed several major remediation schemes employing real-time on site testing capabilities. He currently sits on the Environmental Knowledge Transfer Network as an Industrial advisor for the application of on site analysis within the UK contaminated land sector and is an active member of the European Triad Community of Practice. Whilst at Scott Wilson, Dr Cutting has developed TIES (Total Integrated Earthworks Solution), a system for optimising earthworks and contaminated land remediation by combining on site analytical facilities with an advanced web enabled GIS data management system. As part of Jamie’s role at Scott Wilson, he has developed and manages Scott Wilson’s Applied Environmental Geochemistry (AEG) Laboratory in Nottingham. The AEG Lab is used for advanced hydrogeochemical investigations, bench-top remediation trials (feasibility and optimisation) and the application of innovative analytical techniques (such as XRF depth profiling), for advanced site characterisation.

Through his research activities, Jamie has developed specialist knowledge of environmental (hydro)geochemistry and the application of geochemical thermodynamics to fate and transport modelling and has particular expertise in assessing the long term behaviour of metals in acid mine drainage.

Dominic Daly

Dominic is a Principal Environmental Consultant with Entec and has over thirteen years experience working on a wide range of environmental projects. Key areas of expertise include contaminated land investigation, risk assessment and remediation and due diligence audits.

He has had responsibility for the project management and completion of a wide range of Phase I and Phase II investigations and has undertaken work for clients from numerous industry sectors and disciplines including various military sites, chemical facilities, pharmaceutical works, steel works, power generation facilities, former collieries, business parks and fuel storage facilities.

Dominic has an in depth knowledge of health and safety legislation and its incorporation into environmental projects. He is also a member of the Association for Project Safety and is included on their register of CDM Co-ordinators.

Mark Newton

Mark has over fifteen years experience in the construction industry, working in civil, geotechnical and geoenvironmental engineering consultancy for over the past ten years.
